Mr. Wolfgramm is a finance, operations and supply chain executive with more than four decades of professional experience. A graduate of Brigham Young University–Hawaii in Accounting and Economics, he developed a private practice providing accounting, tax and advisory services while also serving organizations across aviation, aircraft manufacturing, hospitality, logistics, electrical and construction industries.

His corporate leadership experience includes managing internal audit in the commercial passenger-airline industry, accounting roles in aircraft manufacturing and hospitality, chief executive responsibility in global supply chain management and chief financial leadership for multi-industry operations. This background gives him a practical understanding of financial management, internal controls, operational performance, risk mitigation and the systems required to support sustainable growth.

During the COVID-19 pandemic, Mr. Wolfgramm led end-to-end international supply chain processes supporting the movement of critical medical supplies from manufacturers in China to healthcare vendors, suppliers, hospitals, clinics and medical distributors throughout the United States. His oversight encompassed manufacturer and process due diligence, product-quality validation, security and pre-shipment controls, container coordination, export and import documentation, customs compliance, ocean-carrier bills of lading and final-delivery coordination. This work required the integration of sourcing, quality assurance, regulatory compliance, logistics and risk management across a complex global supply chain.

Dr. Uata brings together advanced education and professional experience in systems engineering, aerospace and defense-related environments, international government service, economic development, maritime operations, business leadership and Pacific Island community development.

Dr. Uata earned his Ph.D. from Pepperdine University in California. Through a Pepperdine internship placement, he worked at Boeing, a major United States aerospace manufacturer and federal contractor supporting the U.S. Department of Defense. This experience provided practical exposure to systems engineering, organizational integration, process development, quality requirements, risk management and the disciplined coordination required among government agencies, contractors, educational institutions and technical workforces.

Working in conjunction with Boeing and the Department of Defense, Dr. Uata contributed to implementing a Systems Engineering certification program through the University of California, Irvine. The program incorporated a learn-while-you-work model that connected formal education with practical experience inside a complex operating environment. This experience helped shape his belief that education is most effective when knowledge is applied directly to organizational responsibilities, processes and performance objectives.

Dr. Uata later applied his systems-engineering knowledge in work with the Government of Vietnam, gaining international experience in government systems, organizational development and structured processes within a developing economy. He subsequently served in the Government of Tonga as Minister of Labour and Commerce and Minister of Trade and Economic Development, expanding his experience in national economic policy, trade, workforce development, private-sector growth and the relationship between government institutions and local enterprise.

Before and alongside his government service, Dr. Uata operated a maritime shipping enterprise and served as president of the Tonga National Business Association. These responsibilities gave him direct knowledge of the operational, regulatory, transportation, workforce and capital constraints confronting businesses in Pacific Island economies.
